India seeks USD 1 bln loan from Germany to fund rooftop solar projects

EBR reported that the Indian Government is reportedly seeking USD 1.1 billion loan from the German bank KfW to fund rooftop solar projects in the country.

The German bank has already offered USD 1.55 billion loan, to help develop a 'green corridor' of power lines across 9 states.

Mr Upendra Tripathy, Indian Ministry of New and Renewable Energy secretary, said that "The prime minister discussed this and KFW in principle agreed to examine our request."

Last December, KfW said that it would support the country's power transmission project by extending a EUR 1 billion loan.

By 2022, India has set a target to increase its renewable power capabilities by 5 fold to 175 GW.

In line with this, the government had earlier requested the World Bank and the Asian Development Bank for USD 750 million and USD 500 million funding, respectively.

During the fiscal ended March 31st 2015, the country spent USD 4 billion on green energy projects, compared to USD 3.4 billion in the prior fiscal.

India expects its renewable energy industry to attract USD 160 billion business opportunities by the end of the decade.

NTPC to purchase 15 GW solar power in reverse auction

State-run power producer National Thermal Power is reportedly preparing to launch a reverse bidding process, to purchase 15,000 MW of solar power in India.

The tender, which will be issued on behalf of the Ministry of New and Renewable Energy, is part of the country's green energy initiative.

NTPC will invite proposals from solar project developers to purchase electricity in a dollar-denominated tariff in line with plans to reduce solar power cost to around INR 4.37 per unit from the current INR 6.7 per unit.

A NTPC senior executive was quoted by Livemint as saying that "Solar is a clean form of energy and to make solar palatable and acceptable, it must be brought to the grid parity level. It can't be supported through the subsidy route."

To further cut down tariffs, the power producer intends to bundle 3 GW of the procured solar power with existing 1.5 GW of unallocated power.

By 2022, India intends to have 100 GW solar and 60 GW wind power capabilities, which is estimated to require as much as USD 200 billion investment.

Duke Energy to increase the amount of solar generation in SC

Utility Dive reported that Duke Energy has reached a deal with several stakeholders to increase the amount of solar generation in South Carolina, including agreeing to contract for more than 50 MW of community solar capacity.

The utility also agreed to begin taking applications later this year for a residential solar rebate program that will return USD 1 per watt to customers over a 5 year period.

The agreement stems from legislation approved last year aimed at boosting South Carolina's solar capacity, which has been slow to grow because of the state's low power prices.

There is not a lot of solar power in South Carolina. The Palmetto State has been slow to embrace the renewable resource because, as Charlotte Business Journal points out, the state's power rates are among the lowest in the nation. But last year Governor Mr Nikki Haley signed legislation to boost the state's renewable power, including opening up rooftop solar leasing and allowing utilities to recoup the costs of building generation.

Duke Energy this week announced that it had struck a deal with several groups to greatly expand the solar capacity on its system, including more than 50 MW of community solar and provisions for rebates that could reach USD 5,000 per homeowner. As part of the community solar program, Duke Energy said that it would solicit purchase power agreements with 15-year terms and proposals to acquire projects.

Mr Clark Gillespy, president of Duke Energy South Carolina, said in a statement that "This agreement is a key milestone in bringing South Carolina's new solar legislation to life. The continued collaborative spirit here in South Carolina is remarkable and will benefit our customers across the state."

The company said that Duke's plans could grow solar on its system from about 2 MW to about 110 MW.

The agreement involved Duke Energy and the SC Office of Regulatory Staff, the Coastal Conservation League, the S.C. Solar Business Alliance, the Southern Alliance for Clean Energy, the Alliance for Solar Choice and others.

India govt aims to establish 17 solar parks across the country

Kerala is among the States selected to join a major drive to establish solar power generation under a plan rolled out by the Union Ministry for New and Renewal Energy.

The government now aims at establishing 17 solar parks across the country with a combined capacity of 12,739 MW.

The ultimate aim is to establish a total of 25 solar parks and 'ultra mega' solar parks for generating 20,000 MW of solar power over a period of 5 years.

While the responsibility of finding the land for the solar power park projects rests with the States, the Union government will financially assist in setting up of the facilities.

The Central assistance will begin with an allocation of INR 25 lakh for preparing a detailed project report, said a posting by the Press Information Bureau. The solar parks will also get an assistance of INR 20 lakh per MW or 30% of the project cost, including the cost of grid connectivity, whichever is lower.

The programme aims at creating infrastructure for setting up solar power projects in different locations in the country. It was announced by Minister of State for New and Renewable Energy Piyush Goyal in the Lok Sabha.

Under the present proposal, Gujarat will have a 700 MW solar park, Andhra Pradesh will establish 2 parks with 1,500 MW and 1,000 MW capacity each, Uttar Pradesh will have a solar park of 600 MW capacity, Meghalaya will have a 20 MW park, Rajasthan will have two parks of 1,000-MW capacity each and Madhya Pradesh, will have a 750 MW solar park.

Karnataka, like Kerala, will establish a 200 MW solar park; Tamil Nadu will have a 500 MW solar park, Punjab will establish 2 parks of 500 MW capacity each; Telengana will have a 1,000 MW solar park and Uttarkhand will establish a solar park of 39 MW.

The solar parks and ultra-mega solar parks will have developed land with all clearances and facilities for transmission, access to water and connectivity for both transport and communications. The development of the basic infrastructure is expected to speed up generation expansion in the area of grid connectivity.

(in geld +/- 78 euro).

    Koers Chinees solarbedrijf stort in

An interdisciplinary study led by the Massachusetts Institute of Technology (MIT) Energy Initiative concludes, among other things, that “state renewable portfolio standard (RPS) requirements should be replaced by a uniform nationwide program.”

The report—released on May 5—focuses on the future of solar energy, suggesting that a massive expansion in solar capacity to “multi-terawatt scale” is needed to mitigate climate change risk. Reforming the many mandates and subsidies adopted by state and local governments could “yield greater results for the resources devoted to promoting solar energy,” it says.

Three challenges are highlighted in the report: reducing the cost of installed solar capacity, ensuring the availability of technologies that can support expansion to very large scale at low cost, and easing the integration of solar generation into existing electric systems.

It notes that photovoltaic (PV) capacity has increased from less than 1 GW to more than 18 GW during the past six years. At least part of that growth has been spurred by a 50% to 70% reduction in the cost of PV systems, even without federal subsidies. “A national or regional effort to establish common rules and procedures for permitting, interconnection, and inspection” could reduce installed system costs even more, the report says.

The report notes that the third-party ownership model has been a game-changer for the residential solar market. Currently, third-party ownership is only allowed in about half of the country, but the report suggests “residential solar would expand more rapidly if third-party ownership were allowed in more states.”

Utilities have been challenged by the trend toward rooftop solar, however. Arizona Public Service and Salt River Project (SRP)—the two largest electricity suppliers in Arizona—began levying additional charges on customers with rooftop solar panels because the company’s feel net metering programs do not adequately recoup infrastructure costs from customers with the systems. The MIT study generally agreed that traditional rate structures and net metering programs “result in a subsidy to residential and other distributed solar generators that is paid by other customers on the network.”

But not everyone agrees that net metering programs are a problem. A study conducted for the Nevada Public Utilities Commission last year by San Francisco–based Energy and Environmental Economics (E3) suggests that a carefully designed net metering program can support self-generation without creating a burden on non-participants. SolarCity, the largest installer and financier of rooftop solar in the U.S., filed an antitrust suit in March seeking to overturn the new SRP rate structure.

The MIT study evaluated the economics of utility-scale solar projects, but it finds that natural gas combined cycle plants generally offer a lower levelized cost of electricity than PV projects, even in sunny regions, such as southern California. It finds that concentrating solar power (CSP) generation—using mirrors to concentrate the energy from the sun to drive traditional steam turbines—is even less competitive.

It says utility-scale PV generation is 25% cheaper than CSP in sunny regions, and up to 50% cheaper in cloudy or hazy areas. The reason is that PV uses all incident solar radiation, while CSP only uses direct irradiance, making it more sensitive to the scattering effects of clouds, haze, and dust.

Although wafer-based crystalline silicon technology is mature and large-scale manufacturing facilities are in place, the MIT report suggests that inherent technical limitations support continuing research on new technology. It strongly recommended that “a large fraction of federal resources available for solar research and development focus on environmentally benign, emerging thin-film technologies that are based on Earth-abundant materials.”

India sets to install 2 GW of solar power in 2015 - Mercom

According to the latest quarterly ‘India Solar Market Update’ from Mercom Capital Group, India is set to double its annual installed capacity with a forecast of more than 2GW to be installed this year, up from 1 GW in 2014.

Mr Raj Prabhu, CEO and co-founder of Mercom Capital Group, said that PV Tech he understood that Tamil Nadu had signed several power purchase agreements, with speculation that a total of 1 GW of PPAs has been signed by Tamil Nadu Generation and Distribution Corporation. It has been confirmed that 400MW of PPAs have been signed with a project commissioning due date of September 2015 in the state.

The Reserve Bank of India added renewable energy under priority lending but with a cap of INR 150 million for renewable energy generators and INR 1 million per borrower for residential customers. Mercom said the impact of this policy would be minimal in the short term because the Indian solar market contains mostly large-scale projects at present.

Mr Prabhu urged the government to consider increasing the cap in order to benefit large-scale projects in order to accelerate the implementation and execution of solar installations in the country.

The Solar Energy Corporation of India announced another government programme to establish 2 GW of solar PV projects with sizes of 500 MW and 250 MW on an EPC basis.

The Ministry of New and Renewable Energy announced that out of India's 100 GW by 2020 target, 40 GW is to come from rooftop PV. Furthermore, individual states have been asked to come out with their own policy and regulatory framework to support rooftop solar.

MNRE also proposed a subsidy cut on rooftop solar power plants to 15% from the current level of 30%. Itclaimed the lower price of components would offset the proposed subsidy reduction.

India's Ministry of Power proposed abolishing interstate transmission charges for renewable energy sources. It also proposed increasing the solar Renewable Purchase Obligation to 8% by 2019 from the current goal of 3%, however, Mr Prabhu said that the percentage was negligible without strict enforcement of the RPO.

He added that “It is more important to put mechanisms in place which will support strict enforcement of the policy.”

The Supreme Court dismissed an appeal challenging RPO regulations in Rajasthan. It said that imposing the RPO was desirable as the citizens have a right to live in a pollution-free environment. Mercom claimed this ruling could have a wider impact because there are several other similar cases pending in other state high courts.

Lastly, the Electricity Amendment Bill was passed in Parliament, which is expected to end power distribution company monopolies by separating distribution from supply in the power sector.

PTC calls for solar power bids in dollar-denominated tariff

Live Mint reported that as part of the government’s plan to push solar electricity by paying for it in dollars, power trading company PTC India Limited may call for bids from solar project developers on behalf of the ministry of new and renewable energy.

The radical approach of dollar-denominated tariff expected to be followed by India’s largest power trader may be similar to that of state-owned NTPC Limited, aimed at providing green power at less than INR 4.50 a unit.

With firms such as PTC making a purchase guarantee, these projects will become bankable and help solar power reach grid parity. The power sourced will be supplied to the states.

Inviting?dollar-based tariff bids advocated by energy minister Mr Piyush Goyal, along with sharing of hedging risks, is expected to reduce the solar power rate from around INR 6.7 per unit to around INR 4.37, with the firms freed from any foreign exchange risk.

Mr Goyal has maintained that the government is exploring various financing models for the renewable energy sector.

He said that “We are looking at developers coming up and investing in India for power, for which we will pay in dollars. So, we are looking at dollar tariffs very actively which could be a game changer for the renewable energy industry.”

Renewable energy accounts for only 31,692.14 MW of India’s power generation capacity of 267,637 MW. India needs as much as USD 200 billion to meet its target to install 100 GW of solar power and 60,000MW of wind power by 2022. But securing affordable, long-term and adequate funds has been a challenge for developers of clean-energy projects in India, where interest rates are high.

A PTC executive requesting anonymity confirmed the plans and said that “We are having discussions with MNRE. Micro issues are being discussed. It is a good idea. We are in positive talks.”
