Saab's fate now in government hands

    Updated 2011-04-15 08:22
The Government has now received the Debt Office's recommendation on the Saab. A decision on the ailing vehicle manufacturer's future could come as early as Friday.

"We have worked both morning and night and will make an announcement as soon as we possibly can," said Maud Olofsson's press secretary Eric Bratt Hall to di.se on Friday morning.

The band has been standing in Trollhättan since Tuesday 5 April. On Thursday handed over Saab's crisis proposals to the National Debt Office, which, in turn, sent forward a recommendation to the Ministry of Industry and Energy Maud Olofsson.

Erik Bratt Hall would not disclose any details about what recommendation.

"Debt Office have two questions. One is a proposal on improving liquidity, the second is about the actual question of ownership and will next week. As liquidity improvement is about, I can in this situation does not say anything about, "he says.

The question now treated by Maud Olofsson and officials at the Economy Ministry. A ruling will ultimately end up in the Prime Minister Fredrik Reinfeldt's knee. It may be taken at an extraordinary cabinet meeting as early as Friday.

"There is no reason to delay a decision and when we're done we'll take a government decision," said Erik Bratt Hall.

Is the government ready to make a decision today?
"The government is always in force and additional cabinet meetings often take place," said Erik Bratt Hall.

    Saab 'to use Mini platform'
    15 April 2011

Saab is lining up an audacious bid to buy the rights to the outgoing BMW Mini platform, according to sources.

The struggling Swedish car maker is keen to secure the rights to a small-car platform that would allow it to compete in the booming market for premium compact cars, defined by the Mini itself and new models such as the Audi A1.

After securing a deal to buy Mini’s 1.6-litre turbo engine, Saab bosses are said to have their eye on the current Mini platform. BMW will begin to phase out the current Mini R56-generation platform in late 2012, when the all-new Mini 3, codenamed F56, is launched.

    Full story: Saab seeking 'funding'

The Mini 3 is based on a new front-drive platform developed by BMW in Munich. It will also be used for BMW’s own Audi A1-rivalling small car.

One source suggests that in 2013 BMW’s Oxford plant will be re-equipped with the new production line to build the Mini 3. Saab would then be able to use the R56 for its own 9-1.

Despite these ambitious plans, Saab continues to struggle with its survival. Production of the 9-3 and 9-5 has been halted twice in recent weeks, with suppliers alleging that they have not received payment from Saab.

    Rapid clearance of Saab

The government gives notice of a liquidity enhancement to Saab "as quickly as possible". But it is important to get it right, according to Department of Commerce.
    Related

On Thursday afternoon, the Economy Ministry of the letter from the National Debt.
We sat down immediately started with the preparation needed, "says Erik Bratt Hall, Press Secretary to Maud Olofsson.

Government officials have, according to him, worked on the case all evening and night. And that is still ongoing, "he says.
It is in everyone's interest that we could provide information as soon as possible. But more important still is that it is right from the start, says Erik Bratt Hall.

He would therefore not married at the Industry Ministry are completed on Friday.

So this is how Saab's liquidity pressures should be strengthened - in plain language the sale or pledging of buildings Saab in Trollhättan. As buyers and lenders singled out by the Russian financial and industrialist Vladimir Antonov, the main owner of Saab owners Dutch Spyker.

Antonov is reported to be ready to reinforce Saab's liquidity by approximately half a billion kronor, against collateral (as Saab's properties). Antonov Swedish representative, Lars Carlstrom, said earlier this week that Russian billionaire is also interested in acquiring just under 30 percent holding in Saab.

While falling ceiling for Saab in the European Investment Bank (EIB) accordingly. The loan ceiling was originally 400 million euros (about 4 billion).

Linked Government's consideration of a cash gain related to a new major shareholder in Saab (read: Vladimir Antonov)?

    - Not in the current formulation. There are two separate issues, which may be forks in each other later, Bratt is responsible Hall a bit cryptic.

On Thursday, said the Debt Office Bo Lundgren, head of the Debt Office has completed his inquiry into Vladimir Antonov next week. When will the new formulation for the government.

The government is expected to decide on Saab today

    April 15, 2011, at 12:01, Updated: April 15, 2011 at 12:35
All indications now that the government will soon approve the Saab's proposals to resolve its acute liquidity crisis. The core issue is that the government will increase its risk as loan guarantor. The decision is now expected during the day.

There will be a decision that secures Saab liquidity from the government soon, probably today Friday. The image provides more reliable sources of SvD.se.

It occurs while Saab today will have a telephone meeting with its suppliers.

The facts are as follows. Saab is in liquidity crisis, and while it is leveraged over the ridge to the loan from the Bank - a loan that is tied to development projects, and that Saab can not be used to pay current bills. To date Saab has utilized about half of the 400 million EIB loan allows. Now you want to expose security for the rest of the loan - which is worth around 150 million - to get their quick cash to pay suppliers.

The government should consider two things.

1st Above all, the new arrangement did not affect the risk that the Government took when it guaranteed the EIB loan.

2nd It is also merely a technicality that the new arrangement did not affect the government's mission to the Debt Office in connection with the EIB loan.

Saab has since 1 April sent several proposals nobbats the Debt Office. But yesterday at 08.00, Saab adopted a proposal for the Debt Office, which according to one source "flew financially". Almost exactly 12 hours later, at 20 o'clock last night, placed a classified National Debt Office's recommendation to the government.

    Where is it right now.

In concrete terms, Saab's proposal with great assurance that Vladimir Antonov Convers Group buys properties off Saab in Trollhättan, Sweden (who thus far been a safety in the EIB loan). Saab receives when the fast money - and continues to lease the properties.

That the government can let it happen without increasing the risk because the main part of Saab's collateral is located in a separate company in which Saab has its spare parts business - but then also to Saab in practice do not use the rest of the EIB loan, which now guarantees becomes "vacant" .

There is now an extremely sensitive time for Saab, where each hour of the start of production is delayed reduces the Saab's chances of survival.

The Government will now consider only concerns the acute liquidity crisis. The actual question of ownership - that is, if Vladimir Antonov can enter the Saab owners and then put any more money - are expected to have a resolution next week. The Debt Office is expected to then make a recommendation on that issue to the government.

At the 17:30 press conference in Rosenbad, Enterprise and Energy Minister Maud Olofsson announced that they have given Saab the go-ahead to borrow money from a European bank. The new owner of the Saab plant will be Saab Automobile AB Properties, which she confirmed is controlled by Vladimir Antonov. In turn, Sweden’s taxpayer exposure decreases since the loan guaranteed by Sweden will also decrease. The Debt Office continues to work on a review of Vladimir Antonov that will allow him to come in as part owner with a share just under 30% of the company. While this isn’t technically a transfer of money yet, Sweden’s freeing up of Saab’s collateral was one of the biggest hurdles in allowing Saab to gain access to sell its facilities and get quick access to capital. As Spyker said in their press statement, there are still issues yet to be resolved but this is the surest sign yet that Saab will be able to pay its debts very soon.

There are three tough conditions for the settlement:

    1. The price for the properties must be fair and the company has access to the Saab production facilities.
    2. Any questions remaining about Antonov must be resolved. This is to prevent any question of money laundering.
    3. The money must flow through a European bank that isn’t connected to Antonov.

Sadly the conditions are all there to satisfy any doubts about Vladimir Antonov, which I’m sure he’s happy to prove are unfounded. Time will heal, and his image will hopefully recover someday. For now, these are the conditions Saab has to live with, and while they may be overly complex, it’s a testament to Saab management to be able to pull another rabbit out of their hats.

The EIB loan facility will decrease to 280 million, of which Saab has already borrowed 217 million. No word yet on if the money must still be used for environmental projects, but by all accounts those conditions remain. According to Daniel Barr from the Swedish National Debt Office, the deal must be approved by the EIB. As you’ll read in Spyker’s press release below, there are still outstanding issues to be ironed out. Saab will be guaranteed a down payment of 30 million (Euro we think), but the facilities will bring in a lot, lot more. This frees up liquidity right away to pay suppliers and get the production line moving while at the same time giving Saab a buffer to work towards securing long-term financing. In other words, they’re not treading water anymore, they at least have a life preserver. Now it’s time to get back on the ship and get back to safer water.

voorlopig weer even lucht voor SAAB.

Victor Muller: stap in goede richting
    VRIJDAG 15 APRIL 2011, 19:23 uur | 484 keer gelezen

Lars Holmqvist, President of the European sub-suppliers' association CLEPA, tells SVD that Saab will also pay the paste due debt and cache on delivery. He says he does not know how large is SAAB's debt, but indicated in the range of hundreds of millions.

Here is a segment of Holmqvist's interview with SVD about what's next for SAAB.

Do you think this will solve the Saab's problems?

    - No, absolutely not, "says Lars Holmqvist.

What do you think will happen?

    - I would hope now that they have no plan and that they just need a little more time. But they have no funding to be held on, shall we say, six weeks, then the company is out of money again. Then this is just a way to buy itself some time. I do not understand how they are to survive, they sell so few cars so that the loss in the first quarter was a billion. What is it now that will get people to buy three or four times as many cars?

Holmes does not see the Saab's crisis as a temporary slump. He indicated Muller and Spyker may not be a good fit for SAAB.

    - Since Muller and Spyker took over, sales have fallen constant and losses have increased each month," he says.
