    TSMC begins producing 4-nanometer chips in Arizona, Raimondo says

    "WASHINGTON (Reuters) -Taiwan Semiconductor Manufacturing Co has begun producing advanced 4-nanometer chips for U.S. customers in Arizona, Commerce Secretary Gina Raimondo told Reuters, a milestone in the Biden administration's semiconductor efforts.

    In November, Commerce finalized a $6.6 billion grant TSMC's U.S. unit for semiconductor production in Phoenix, Arizona.

    "For the first time ever in our country's history, we are making leading edge four-nanometer chips on American soil, American workers -- on par in yield and quality with Taiwan," Raimondo told Reuters in an interview saying it had begun in recent weeks.

    "That's a big deal -- never been done before, never in our history. And lots of people said it couldn't happen," Raimondo said.

    A spokesperson for TSMC, which reports earnings next week, declined to comment Friday.

    In April, TSMC agreed to expand its planned investment by $25 billion to $65 billion and to add a third Arizona fab by 2030.

    Congress created a $52.7 billion semiconductor manufacturing and research subsidy program in 2022.

    Raimondo told Reuters in an earlier interview that Commerce had to convince TSMC to boost its U.S. plans.

    "It didn't happen on its own... We had to convince TSMC that they would want to expand," Raimondo said.

    TSMC will produce the world's most advanced 2-nanometer technology at its second Arizona fab expected to begin production in 2028. TSMC also agreed to use its most advanced chip manufacturing technology called "A16" in Arizona.

    The TSMC award from Commerce also includes up to $5 billion in low-cost government loans.

    Raimondo wants the United States to make 20% of world's leading-edge logic chips by 2030 -- up from the 0% before TSMC began production in Arizona.

    Last month, Commerce finalized an award of $407 million to help fund Amkor Technology's planned $2 billion advanced semiconductor packaging facility in Arizona, which is set to be the largest of its kind in the U.S.

    Amkor's Arizona plant when fully operational will package and test millions of chips for autonomous vehicles, 5G/6G and data centers. Apple will be its first and largest customer with the chips produced at a nearby TSMC facility."

    Nah, misschien minder steil, maar al deze bedrijven blijven zich verder ontwikkelen (R&D geld klotst bij eenieder tegen de plinten) en in dit geval zullen TSMC en de machineleveranciers moeten mee blijven doen om het bij te benen.

    In the Biden administration’s final days in office, it moves to shut loopholes in U.S. export-control rules
    The Biden administration rolled out a flurry of new restrictions on Chinese companies and their access to advanced chips, part of a last-gasp clampdown on the adversary’s ability to harness artificial intelligence for its military and tech sector.

    The move on Wednesday tightened oversight on chip makers that ship advanced semiconductors to China, requiring them to seek licenses for transactions unless the chips’ performance falls below a technical threshold. The restrictions apply to non-U.S. companies like Taiwan Semiconductor Manufacturing Co. because they use American technology when they make chips.

    The rules, which came out in a deluge Wednesday morning, also put more than two dozen new entities on a trade blacklist. Ten of those were added for advancing China’s military through development of artificial intelligence, while another 16 are on the list for acting on Beijing’s behalf to further its domestic chip ambitions, the Bureau of Industry and Security said in separate statements. One was included for developing key semiconductor technology for China’s advanced chip-making facilities, the bureau said.

    “These rules will further target and strengthen our controls to help ensure that [China] and others who seek to circumvent our laws and undermine U.S. national security fail in their efforts,” Commerce Secretary Gina Raimondo said in a statement about the chip-related restrictions.

    Industry officials said the regulations aimed to close loopholes that allowed China to advance its chip-making and AI industries despite previous attempts to slow them down.

    As the clock runs out on President Biden’s tenure in the White House, his administration has been frenetic in its pace of rolling out new restrictions to counter China’s advances in tech. Over the past week, they have introduced expansive measures seeking to cut off China’s indirect access to American AI chips, and banned Chinese software and hardware from internet-connected vehicles sold in the U.S. This comes on the heels of moves in early December by U.S. officials to cut China off from buying the most advanced memory chips critical to artificial-intelligence systems.

    China’s Commerce Ministry spokesperson said in a statement out late Wednesday evening in Asia, before the release of the latest rules, that China was “strongly dissatisfied and firmly opposed” to the recent trade restrictions by the Biden White House. The spokesperson said the practices were “typical economic coercion and bullying” and neither rational nor responsible.

    Among the companies put on the trade blacklist, called the “entity list,” is Sophgo Technologies, a Chinese chip company, and its subsidiaries.

    Last year, core circuitry produced by TSMC was found in Chinese tech juggernaut Huawei’s AI chips, according to people familiar with the matter and TechInsights, a Canada-based research firm that conducts product teardowns. The discovery sparked questions about how such technology had made its way to Huawei, which has been banned from advanced U.S. technology for years. It also laid bare the challenge of cutting China off from cutting-edge chips and technology using U.S. export controls.
    The Wall Street Journal has reported that TSMC believed that its technology was routed somehow through Sophgo and potentially others, after it conducted an internal investigation, citing people familiar with the matter.

    In response, the U.S. is now tightening restrictions to prevent Chinese customers from sourcing such core circuitry from chip makers like TSMC and to exert more control over where and how final packaging takes place.

    PowerAIR, a Singapore-based firm, was also added to the list. TSMC has suspended dealings with the company after PowerAIR’s name came up in TSMC’s review of potential China-related breaches of export controls, people familiar with the matter said.

    Another key company added to the entity list is Zhipu AI, which develops ChatGPT-like AI applications. The bureau said it was added to the list for developing AI used in advancing Chinese military forces. Zhipu, whose formal name is Beijing Zhipu Huazhang Technology, counts the Beijing municipal government and other state investors among its backers. Chinese tech giants Alibaba and Tencent also have stakes in the company.

    Zhipu, valued at around $3 billion in December, is among several Chinese AI companies in talks with iPhone maker Apple over a potential partnership to roll out Apple Intelligence in China, people familiar with the matter said. Zhipu said on its official WeChat account that the U.S. move lacked factual evidence. It added that the entity listing wouldn’t materially affect the company’s business, as Zhipu has already mastered technologies required for large AI models.

    In de laatste drie maanden van 2024 boekte TSMC, zoals vorige week al bleek, een omzet van 868,5 miljard won, een stijging van bijna 39 procent op jaarbasis. De nettowinst steeg nog veel harder, met 57 procent, tot 374,5 miljard won, circa 11 miljard euro. Op kwartaalbasis steeg de omzet met 14,3 procent en de nettowinst met 15,2 procent.

    De robuuste vraag naar chips voor kunstmatige intelligentie joeg de omzet aan.

    Verder meldde TSMC voor het vierde kwartaal een marge van 59 procent, aan de bovenkant van de outlook van 57 tot 59 procent.

    In het vierde kwartaal was 3 nanometer goed voor 26 procent van de omzet uit wafers en 5 nanometer voor 34 procent.
