    FRANKFURT, Germany — The European Central Bank is launching a new, expanded program to buy financial assets in a bid to calm markets roiled by the virus outbreak.

    The purchases are aimed at keeping borrowing costs down and making sure the bank’s low rates get through to the economy.

    The bank said Wednesday that the purchases could total up to 750 billion euros ($820 billion) by the end of this year and will include government and private-sector bonds as well as commercial paper.

    The move comes as market borrowing costs for heavily indebted Italy rose and as the eurozone faces a drastic economic slowdown with many businesses closed. The purchases can drive down those market interest rates and reduce fears that indebted countries could get into financial trouble.

    PEKING - Voor het eerst sinds de uitbraak van het nieuwe coronavirus zijn er geen nieuwe besmettingsgevallen geregistreerd in de Chinese provincie Hubei. Dat heeft de nationale gezondheidscommissie donderdag bekendgemaakt. In de miljoenenstad Wuhan in deze provincie stak in december het longvirus, dat zich inmiddels wereldwijd heeft verspreid, voor het eerst de kop op.

    Het aantal besmettingen in China nam wel toe, met 34. Maar volgens de Chinese autoriteiten gaat het uitsluitend om mensen die buiten het land geïnfecteerd zijn met het virus. Dat is de grootste toename sinds de registratie van deze gevallen. In totaal 189 mensen hebben het longvirus buiten China opgelopen en zijn geïnfecteerd naar het land teruggekeerd.

    De afgelopen 24 uur zijn acht mensen gestorven aan de gevolgen van het virus, allen in Hubei. Daarmee komt het aantal doden in China uit op 3245. Meer dan 81.000 mensen zijn in het land besmet geraakt, maar slechts 7263 zijn nog ziek.
