   We can find that SA burns a total of 3 million bbl/day on domestic use.
   Malaysia (also pretty hot) burns a total of 700,000 bbl/day on domestic use.
   The Netherlands (should be well known), is burning 960,000 barrels/day.
   France (just to get it complete), is burning just below 1.8 million barrels/day.
   
   Wiki shows SA=28million people, Malaysia=28 million people, Netherlands=17 million people and France=67 million
   
   So, the largest consumers per capita are:
   1 Saudi Arabia at 0.11 bbl/day (for electricity part=0.025, but >50% of population will not benefit)
   2 Netherlands at 0.05
   3 Malaysia and France at 0.03
