It might be a difference in mentality although the protestan mentality of work hard and get your reward should resonate in the Netherlands.
In the anglo-saxon world it is very much understood that hard work needs to be rewarded. If you do not have the hard cash at the start, well, in that case, issue warrants to your staff.
As a purist you can indeed say that the warrants are changed into shares at a "low" price and that it "dilutes" the shareholding.
As a "vision" of keeping your bright staff with you for the long run you need to remunerate them with something to brings additional value in the future that will be beneficial for them of course but most importantly for the company.
As a "small" shareholder I have no qualms for staff to have warrants issued to them for the long term benefit of the company.
