    First solar power plant launched in Ivano-Frankivsk region

    Mr Maksym Kozitsky director of Bohorodchany 1 Solar Power Plant LLC said that the total cost of the project came to UAH 38 million. Individual residents are investors in the project. The payback period of the project is 6 or 7 years.

    Mr Kozitsky said that the plant would generate around 3 million kilowatts of power a year, which will be transmitted to the Ukrainian power grid.

    He said that the construction of the plant started in October 2012 and it was finished by April 1st 2013. Private enterprise Project-Bud designed the project. The solar power plant has over 12,000 PV modules made in the Czech Republic, which are placed on a land plot of around 6 hectares.

    Bohorodchany 1 Solar Power Plant LLC was registered in March 2013 for the operation of the plant. Participants of the company are individual residents.

    As reported, Eco-Optima built Bohorodchany 1 solar power plant.

    Earlier the company built the Sambir solar power plant, with the capacity of 3.116 MW.

    Eco-Optima is also building a wind power plant with a capacity of 15 MW in Stary Sambir district.

    Under this project, the European Bank for Reconstruction and Development organized debt financing in the amount of EUR 13.3 million.

    UAE solar power capacity to reach 20GW by 2030 - Masdar

    Arab News reported that the UAE could economically deploy solar power generation capacity of more than 20 GW by 2030 if avoided and opportunity costs of new fossil power generation are fully considered and transparent, stable, predictable and enforceable regulatory and policy frameworks are implemented.

    According to Mr Steve Griffiths, Executive Director, Institute Initiatives of Masdar Institute of Science and Technology and Board Member, speaking during the 5th Middle East & North Africa Solar Conference & Expo held from 14 to 15 May in Dubai said that a plenary panel of experts analyzed the prospects of concentrated solar power, photovoltaics and concentrated photovoltaics in the UAE and the broader Middle East and North Africa region. Nearly 300 delegates attended the event that was organized by CSP Today, part of FC Business Intelligence. ESIA was 1 of the sponsors.

    Offering details, Mr Griffiths indicated that by 2017, the Mena region may require more than 120 GW in new generation capacity at a total cost of over USD 250 billion in order to meet the rapid growth in regional electricity demand. He added that sustainable energy is economically viable but can only be implemented if robust supply side and demand side policies are implemented to stimulate deployment.

    Mr Griffiths said that “A sustainable energy strategy considering both demand and supply side considerations will be required for the Mena region. Clean energy including natural gas, nuclear and renewables will play an important role in sustainable supply. However, there is significant but unrealized opportunity for solar. The UAE and other Gulf countries have solar insolation levels that far exceed levels found in European countries, such as Germany, that already have achieved substantial solar deployment.

    He added that “However, there is a strong need to translate technical potentials to economic benefits to guide solar energy policy development that will stimulate solar energy technology deployment. This may call for site-specific, long term data with high spatial resolution, adjusted for local climate conditions. The UAE Research Center for Renewable Energy Mapping and Assessment at Masdar Institute can offer guidance in this area.”

    Heffing op Chinese zonnepanelen definitief

    Chinese zonnepanelen zullen duurder worden in Europa. De Europese Commissie zal een tijdelijke invoerheffing opleggen om een einde te maken aan de uiterst goedkope, zwaar gesubsidieerde panelen.

    Europees commissaris Karel De Gucht heeft dat dinsdag bekendgemaakt.

    Het dagelijks bestuur van de EU gaat een heffing opleggen van 11,8 procent. Dit tarief, dat vanaf donderdag ingaat, zal 2 maanden gaan gelden. Komt overleg met de Chinezen niet tot een oplossing, dan gaan daarna veel hogere tarieven gelden (van 47,6 procent), aldus De Gucht. Hij benadrukte zich sterk te maken voor een vriendschappelijke oplossing met China.

    Volgens De Gucht is er duidelijk bewijs dat de goedkope Chinese zonnepanelen schadelijk zijn voor de Europese werkgelegenheid en voor de sector in zijn geheel. ''Het kan de hele sector vernietigen als wij nu niet handelen.''

    Kritiek

    De prijs van zonnepanelen zou 88 procent hoger moeten liggen, stelt De Gucht. Of te wel: China dumpt deze producten op de Europese markt en daar moet de commissie tegen optreden. ''Ik doe mijn werk'', motiveert hij. Van de kritiek van veel EU-landen heeft hij kennis genomen, zei de Europees commissaris op de persconferentie.

    De lidstaten wilden geen heffing om hun handelsbelangen met China niet op het spel te zetten. Bovendien vrezen de lidstaten dat Peking met tegenmaatregelen zal komen.

    Repressailles

    ''EU-beleid moet niet gedreven worden door angst voor repressaillles, maar door de regels'', meent De Gucht. Door de heffing in twee stadia op te delen, lijkt Brussel zich niettemin toch iets aan te trekken van de kritiek, ook uit Nederland.

    De invoerheffingen gaan voorlopig gelden voor 6 maanden. Wil Brussel de heffingen daarna verlengen, dan hebben de EU-lidstaten zeggenschap.

    Japan Is Now The Biggest Solar Market In The World

    Japan is now the world's biggest solar market.

    Japan’s solar installations surged by a stunning 270 percent (in gigawatts (GW)) in the first quarter of 2013, positioning the country to surpass Germany to become the world’s largest photovoltaics (PV) market in terms of revenue this year.

    Although Japan is forecast to install fewer GW than China (which is forecast to be the largest market in GW installation terms) in 2013, the high prices of PV systems in Japan will drive it to become the world’s largest market in revenue terms.

    This is all basically the result of Fukushima, after which Japanese authorities aggressively moved to promote solar. They adopted a feed-in tariff that rewarded utilities for transitioning power supplies toward solar.

    Meanwhile, Europe is ramping down solar growth as it clears its market of low-cost Chinese products.

    Japan's share the photovoltaic market will rise to 24 percent in 2013, up from 14 percent in 2012 and just 9 percent in 2011.

    TATA Power to generates 49.83 MUs of energy from solar projects

    TATA Power, India’s largest integrated power utility as part of its sustainability initiative is committed to generating 20 to 25% of its total generation capacity from clean energy sources. In line with its philosophy, TATA Power plans to add 30 to 50 MW of solar power and 150 to 200 MW of wind energy in India every year. TATA Power’s total investment in solar and wind energy so far is INR 2393 crore.

    The total generation from the solar has touched 49.83 MUs and from wind projects has touched 796 MU’s till March 31st 2013. Tata Power’s generation through clean sources in India such as hydro, wind and solar today stands at 873 MW.

    The Company is one of the leading solar power companies with a total operational capacity of 28 MW+. This includes 25 MW Mithapur Project, Gujarat, 3 MW at Mulshi, Maharashtra, and some rooftop solar installations.

    TATA Power’s Mithapur project is one of the largest of its kind in the country and has been developed through its 100% subsidiary, Tata Power Renewable Energy Limited that has signed a Power Purchase Agreement with Gujarat Urja Vikas Nigam Limited. The Mithapur solar power plant uses the modular, proven and widely deployed Crystalline Silicon Photo Voltaic Technology to maximize power generation. The project helps in reducing an annual average of 37,696 tonne of Carbon Dioxide, by producing 39,597 MWh per year equivalent amount of clean energy. The Company is also developing a 28.8 MW of solar plant near Satara in Maharashtra.

    Speaking on TATA Power's commitment to clean and green energy, Mr Anil Sardana MD of TATA Power said that “Our solar and wind energy assets are performing well and we are committed to reducing our carbon footprint through clean and renewable energy generation. Our aim is to have 20 to 25% of our generation portfolio from clean energy.”

    Ruukki launches energy panels that produce solar power

    Ruukki specializes in steel and steel construction, launches Ruukki solar panel, which produces solar power. Part of Ruukki's energy panel system, the panel is installed on walls and converts sunlight into electricity.

    Mr Jouni Metsämäki, SVP, Building Products at Ruukki, said that "To date, thanks to its air tightness, Ruukki's energy panel system has resulted in significant savings in customers' energy costs. Ruukki has now taken product development a step further with panels that also harness sunlight and convert it into electricity. Because the airtightness of the energy panel system is top class and the panels now produce energy, using the system can deliver savings of up to 20% in energy costs."

    Ruukki solar panel is based on modules that match the wall onto which they are installed. The surface of the modules is coated with a photoactive film that converts the sun's rays into energy. The modules are around 6 meter long and half a meter high.

    Ruukki's energy panel system has resulted in significant savings in energy consumption compared to conventional sandwich panels. Ruukki is the only manufacturer whose energy panel system comes with an airtightness guarantee.

    However, energy panels are sandwich panels, prefabricated elements that consist of an inner insulation core between 2 steel sheet layers. Ruukki energy panels are used for energy-efficient buildings, especially industrial, storage, office and commercial premises.

    Dubai solar park to produce 13MW of power by year end

    Emirates 24|7 reported that Mr Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Supreme Council of Energy, chaired the 23rd meeting of the DSCE.

    The meeting was attended by Mr Saeed Mohammed Al Tayer, Vice Chairman of the Dubai Supreme Council of Energy, Mr Ahmed Butti Al Muhairabi, Secretary General of the DSCE, Mr Abdullah Kalban, President and CEO of Dubai Aluminium Company, Mr Abdullah Abdul Karim, Director General of Department of Petroleum Affairs, Mr Saeed Khoory, CEO of Emirates National Oil Company, Mr Waleed Salman, Chairman of Dubai Carbon Centre of Excellence, Mr Jeff Severin, GM of Dubai Petroleum Establishment and representatives from Dubai Supply Authority.

    The participants were briefed about the progress of work of the Mr Sheikh Mohammed bin Rashid Al Maktoum Project for Solar Park, the first phase of which will be completed before the year end with production of 13 megawatt.

    They discussed a number of issues, including energy efficiency, relevant initiatives and special procedures to streamline the trade of petroleum products in the emirate.

    After the meeting, Mr Al Tayer said that the members of DSCE reviewed projects, programmes, management of energy demand, funding mechanism, policies, laws and roadmap to reduce energy demand by 30% in line with the Dubai's Integrated Energy Strategy 2030.

    Siemens trekt stekker uit zonne-energie

    MÜNCHEN (AFN/BLOOMBERG) - Siemens is er niet in geslaagd een koper te vinden voor zijn activiteiten op het gebied van zonne-energie en trekt de stekker er uit. Dat besluit, maandag wereldkundig gemaakt door het Duitse technologieconcern, zet 280 banen op de tocht.

    Siemens zette de activiteiten in oktober vorig jaar in de etalage en sprak sindsdien met een paar potentiële kopers. ,,Door de steeds moeilijkere marktomstandigheden is het duidelijk geworden dat we geen koper zullen vinden. De onderhandelingen met geïnteresseerden leidden niet tot een akkoord'', aldus een woordvoerder. In de afgelopen 2 jaar leden de activiteiten een verlies van 784 miljoen euro.

    China to aid solar industry by easier financing - Cabinet

    China, the world’s biggest maker of solar panels, will boost domestic demand for solar generated electricity and provide easier financing to manufacturers as rising trade tensions slow exports.

    Grid companies should build networks that will be operational in sync with solar-generation projects and give priority access to their produced power, while lenders need to help panel makers raise capital. Authorities will also implement 10 steps to cut air pollution, including curbing dirty projects and making local governments more accountable for environmental management.

    China’s solar-panel industry, which supplies more than half the world market, is unprofitable amid a global glut and slower economic growth that’s cut demand. The European Union this month imposed provisional tariffs of 11.8% on imports of solar panels from Chinese companies after an investigation found they were being sold in the 27 nation bloc at less than their production cost.

    According to the statement from the State Council Premier Li Keqiang’s Cabinet said that “We must support the solar-panel industry overcoming difficulties and pursuing healthy development. While solidifying competitiveness in the global market, we need to stimulate effective domestic demand for solar power and spur innovation and advancement.”

    The State Council said that the government will encourage mergers and acquisitions among solar companies and curb blind expansion.

    The EU anti dumping levy on Chinese solar panels is scheduled to rise to 47.6% for about 130 producers and as high as 67.9% in August, should Chinese and EU officials fail to resolve the dispute.

    TATA Power to develop 28.8 MW Solar Power Project in Maharashtra

    TATA Power, India’s largest integrated power utility through its wholly owned subsidiary, TATA Power Renewable Energy Limited is developing one of its largest photovoltaic based solar power plants with an installed capacity of 28.8 MW in the Satara district in Maharashtra.

    The Plant will be spread over 130 Acres of land and is located in the Satara district of Maharashtra. The latest state of the art technology in photovoltaic based solar generation will be utilized for the plant. Tata Power Distribution, the distribution arm of TATA Power, has signed a Power Purchase Agreement for a term of twenty five years in order to purchase power from this solar plant, thereby meeting its solar renewable purchase obligations.

    The power generated will be evacuated through Maharashtra State Electricity Transmission Limited’s network. The Company has the major purchase orders for EPC in place and intends to commission the entire Project capacity by December 2013.

    Speaking on the initiative,Mr Anil Sardana MD of TATA Power said that “TATA Power is committed to generating 20 to 25 % of its total generation capacity from clean energy sources and is proud to be developing one of the largest solar projects in the country. Tata Power strives to reduce its carbon footprint. We would like to thank the Government of Maharashtra and all our stakeholders for the support extended for setting up this solar power project at Palaswadi.”

    Thailand boosts solar target by 50pct - Report

    Thailand will build 3,000 MW of solar power capacity by 2021, 50% more than previously announced, after approving new subsidized rates for rooftop and village-based projects.

    The Ministry of Energy in a statement said that the government will work with the Village Fund, a state run microcredit provider, to develop 800 MW of community owned photovoltaic plants by the end of 2014.

    It said that in addition, 200 MW of rooftop installations built by the end of the year will be eligible for the special rates. Half must be built on residential homes.

    Thailand follows Europe and Japan in offering feed-in tariffs, or fixed rates above the wholesale price of power, to attract investment into renewable energy. The country, which relies on fossil fuels for 80% of its energy consumption, seeks to build 13,927 MW of clean energy capacity by 2021.

    The ministry said that tariffs as high as THB 6,960 per MW hour for the smallest rooftop projects. That is about 57% above the global average for crystalline photovoltaic projects.

    The projects will sell their power to the government under 25 year contracts. Village owned projects will get paid as much as THB 9,750 per MW hour at the beginning before the tariff I eve Is off to 4,500 baht per megawatt hour by the end of the agreement.

    Fraude met subsidie zonnepanelen eenvoudig

    Het is kinderlijk eenvoudig om misbruik te maken van de subsidieregeling voor zonnepanelen. Wie gebruik wil maken van zo'n subsidie, hoeft alleen maar een offerte op te sturen en het ministerie maakt de subsidie over.

    Dat meldt RTL Nieuws. Gemiddeld gaat het om zo'n 560 euro per geval. „Dat is wel erg gemakkelijk”, zegt Hans van den Heuvel, hoogleraar Integriteit van de Vrije Universiteit. „De subsidie is laagdrempelig, maar de fraude ook.” Volgens hem maakt de overheid het mensen wel erg gemakkelijk om misbruik te maken van allerlei voorzieningen. Hij maakt daarbij een vergelijking met de fraude met de zorgtoeslag door Bulgaren.

    Volgens AgentschapNL, dat de subsidieregeling uitvoert, is het aanvragen van de subsidie juist expres zo laagdrempelig gemaakt „zodat de regeling tot zo min mogelijk uitvoeringslasten voor aanvragers en installateurs leidt.” AgentschapNL voert bij 3 procent van de aanvragen steekproeven uit en stuitte tot nu toe op „nul fraudegevallen”. Van den Heuvel vindt dat ongeloofwaardig.

    Meeste zonnepanelen liggen in oostelijk Nederland

    Uit onderzoek van Netbeheer Nederland blijkt dat in het oostelijk deel van Nederland de meeste zonnepanelen zijn geplaatst.

    Tweede regio is Noord Brabant. Op de kaart geven de donkere kleuren de grootste zonnepaneel-dichtheid aan. Een verklaring is mogelijk het feit dat in deze gebieden veel boeren hun stallen van zonnepanelen hebben voorzien. Misschien speelt ook de voorbeeld-functie van buurlanden België en Duitsland een rol. In die landen wordt al jaren massaal geïnvesteerd in zonne-energie. Opmerkelijk is dat langs de kust en in de Randstad relatief weinig is geplaatst. In kustgebieden is de opbrengst van zonnepanelen hoger door meer zon-uren en een lagere temperatuur. Hoge temperaturen kunnen in de zomer het rendement van zonnecellen verminderen. Volgens Netbeheer Nederland is er in Nederland de afgelopen jaren in totaal 346 Megawatt vermogen geplaatst met zonnepanelen. In Duitsland werd datzelfde vermogen in één maand, mei dit jaar, op daken gelegd.

    Subsidieregeling Zonnepanelen

    Denkt u erover om te investeren in duurzame elektriciteit met zonnepanelen? Dan kunt u dat nu realiseren door subsidie hiervoor aan te vragen. Particulieren kunnen vanaf 2 juli 2012 tot 28 december 2013 voor 17.00 uur subsidie aanvragen voor zonne-installaties (zon-PV). Agentschap NL voert de regeling uit in opdracht van het ministerie van Economische Zaken.

    Stand van zaken op 25 juli 2013
    Vanaf de start van de regeling op 2 juli 2012 zijn er tot en met 25 juli 2013 in totaal 84.220 aanvragen binnengekomen. Het totale budget dat het ministerie van Economische Zaken voor 2012 en 2013 samen beschikbaar heeft gesteld is € 50.882.000,-. In totaal is er voor € 47.494.831,- subsidie aangevraagd. Dit betekent dat er nog € 3.387.169,- subsidiebudget beschikbaar is.

    Einde budget in zicht
    Het einde van het subsidiebudget is in zicht. Het zou te zijner tijd kunnen dat u subsidie aanvraagt, maar hiervoor geen budget meer beschikbaar is. Wilt u van de aanschaf van uw zonnepanelen afzien wanneer u geen subsidie krijgt, denk er dan aan om een ontbindende voorwaarde op te nemen in uw koopcontract.

    Morocco to tender for 2 solar plants by Sept

    Reuters reported that Morocco will launch tenders by the end of September for construction of two concentrated solar power plants of 200 megawatts and 100 MW near the southern city of Ouarzazate.

    Government and banking sources said that Saudi Arabia's Acwa Power is already building a 160 MW plant in the Ouarzazate area under a government initiative to produce 2 GW of solar power by 2020 which is the equivalent of about 38% of Morocco's current installed generation capacity.

    Morocco's Solar Energy Agency has chosen parabolic mirror technology for the 200 MW concentrated solar plant and the 100 MW plant will also be built as a solar power tower. The capacity will depend on the contractors, who could bid for more than the announced capacity, especially with the 100 MW tower which could reach 200 meters, the highest tower ever seen in Morocco.

    Acwa Power won the contract for the first plant last year after offering a price of MAD 1.62 per KWH that it produces from the plant. State power utility ONEE has also agreed with international lenders to build around 10 solar photovoltaic plants around the country to generate 30 MW each to help stabilise its electricity network as it faces growing demand.

    The World Bank's Clean Technology Fund, the European Investment Bank and German state owned KfW Bank have given their initial agreement to help finance the project, with the official announcement expected in the coming weeks.

    Last week, Chinese firm Sepco III signed a contract to build a 318 MW coal fired plant in Morocco, which is seeking to diversify production and export electricity to energy hungry Europe. Morocco is spending heavily to subsidise power producton. It currently imports power from Spain as its consumption grows by around 7% year.

    Nieuwe laptop laadt in twee uur op via zonnepanelen

    WeWi, een relatief onbekend bedrijf, heeft met de Sol een opmerkelijke laptop uitgebracht. Het toestel komt namelijk standaard met zonnepanelen, die volledig uitgeklapt de accu in amper twee uur kunnen opladen. Vervolgens kan 8 tot 10 uur op enkel die accu gewerkt worden, meldt techsite Tweakers.

    De aankondiging voor de Sol kwam vorig jaar al, de details werden vandaag pas bekendgemaakt. De normale specificaties van het toestel zijn niet zo opmerkelijk: een dualcore-1,86GHz Atom D2500-cpu, een 320GB harddisk, 2 tot 4GB ddr3-werkgeheugen en een geïntegreerde Intel GMA3600-gpu voor het 13,3"-scherm met resolutie van 1366x768 pixels. Ook is een gps-module ingebouwd, en is een 3g/4g-module optioneel.

    Het wordt pas een bijzonder toestel als naar de energievoorziening gekeken wordt. Een accu die 8 tot 10 uur meegaat is mooi, maar niet meer zo speciaal. Wat dat wel is, zijn de zonnepanelen waarmee de Sol is uitgerust. Als die volledig zijn opengeklapt, kan de laptop in twee uur tijd volledig worden opgeladen. Ze kunnen vervolgens ook aan een smartphone gekoppeld worden.

    WeWi wil een prijskaartje van amper 350 dollar aan het toestel hangen, aangezien het naar eigen zeggen voor Afrikaanse landen is ontwikkeld. Later zou er ook een sterkere en duurdere versie komen voor de westerse wereld.

    SolarWorld shareholders approve Qatar stake deal

    Arabian Business reported that shareholders of debt-laden SolarWorld have approved a wide ranging restructuring plan, averting collapse for what was once Germany's top solar firm.

    Holders of SolarWorld's two convertible bonds, worth a combined EUR 550 million had given their consent earlier this week, effectively taking a 55% haircut on SolarWorld's debt.

    Approval by SolarWorld's shareholders was the last hurdle the group needed to push through its restructuring, under which Qatar Solar will take a 29% stake.

    Once a top player in the global solar industry, SolarWorld in January warned that it needed to restructure its debt, suffering from falling government subsidies for solar power as well as a massive decline in prices that has led to billions of euros in losses in the sector.

    During the last decade, SolarWorld was part of a group of solar companies that grew from small start ups into global market leaders, boosted by lavish subsidies for solar power in their German home market.

    At the peak of the solar boom in 2007, shares in SolarWorld traded at nearly EUR 48. The stock plunged 15% on Wednesday, finishing trading at EUR 52 cents.

    As companies ramped up production capacity due to strong demand, the global market was flooded with solar panels, leading to plunging prices, exacerbated by competitors from China.

    The price plunge led many Western players, including Q Cells, Conergy and Solon, to file for insolvency, and led to a trade war between China and Europe, which was only recently resolved.

    The deal will be a boon for SolarWorld founder Frank Asbeck, nicknamed "sun king" in Germany, who has earned a reputation for unconventional business proposals, including launching a takeover bid for General Motors unit Opel in 2008 and giving solar panels to the Vatican for free.

    As part of the restructuring, Asbeck will invest EUR 10 million of private funds, giving him a 19.5% in the company. He currently holds 27.84%.

    Verdrievoudiging zoninstallaties bij Enexis

    GRONINGEN (AFN) - Het aantal zonne-installaties in het verzorgingsgebied van netbeheerder Enexis is in het eerste halfjaar verdrievoudigd tot ruim 43.000. De totale productiecapaciteit is hierbij gestegen tot meer dan de helft van het vermogen in Nederland. Dit meldde de netbeheerder maandag bij de presentatie van de halfjaarcijfers.

    De netten hebben deze stijging probleemloos aangekund, aldus de regionale netbeheerder. Het overgrote deel van de zonnepanelen is in gebruik bij particulieren. Enexis is verantwoordelijk voor de levering van stroom en gas naar meer dan 2,6 miljoen klanten in de provincies Groningen, Friesland, Drenthe, Flevoland, Overijssel, Noord-Brabant en Limburg.

    Enexis kijkt terug op een ,,solide en koersbestendig'' half jaar, aldus topman Han Fennema. De nettowinst kwam uit op 124 miljoen euro vergeleken met 117,4 miljoen in dezelfde periode een jaar eerder.

    Klanttarieven

    De stijging van de klanttarieven bleven beperkt tot het niveau van de inflatie. De omzet is om deze reden beperkt gestegen tot 688,5 miljoen euro, vergeleken met 682,5 miljoen vorig jaar.

    Enexis investeerde in de eerste helft van het jaar 229 miljoen euro, 6 procent meer dan in 2012.

    EU Strikes Deal with China in Solar Spat as China Imposes Solar Duties on U.S., S. Korea

    The European Union (EU) Trade Commission reached a "targeted and innovative" settlement in its high-profile solar spat with Beijing, just as China imposed lofty duties on U.S. and South Korean manufacturers of solar-grade polysilicon.

    Over the weekend, EU Trade Commissioner Karel De Gucht announced an "amicable solution" had been reached with his Chinese counterpart Minister Gao Hucheng following "signed commitments from a large number of Chinese solar panel exporters." The settlement, which still requires approval by the European Commission (EC), likely by Aug. 2, was reached days before higher EU provisional antidumping duties on Chinese solar panels of 47.6% are set to take effect on Aug. 6.

    The EU this June imposed provisional duties of 11.8% on imports of solar cells, wafers, and panels from China after an investigation concluded that the fair value of a Chinese solar panel sold to Europe should be 88% higher than the price at which it is actually sold. The dumped Chinese exports exerted undue price pressure on the EU market, which had a significant negative effect on the financial and operational performance of European producers, the EC said. In June, the EC set the phased tariff approach so as not to disrupt the "very large" market for imports of solar panels to the carbon-conscious 27-country bloc.

    China’s exporters hold more than 80% of the EU solar market. In 2012, China’s excess capacity was almost double total EU demand, the EC said. In 2011, Europe accounted for 21.9 GW of crystalline PV solar installations, which constituted 75% of global new installations.

    "On the one hand, we could not accept a situation where Chinese dumping would destroy the European solar panel industry. On the other hand, we were not interested in a solution leading to a shortage of supply in Europe and to overly negative effects on downstream industry—and on consumers," said De Gucht in a July 27 memo. "In short: Europe will continue to rely on solar panel imports to an important extent also in the future, even when the injurious effects of the dumping will be eliminated and the EU industry will have fully recovered."

    Under the settlement, 70% of Chinese suppliers who agree to a "voluntary price undertaking," where they commit to stop dumping and keep prices above a certain floor, will be exempt from antidumping duties. The undertaking will apply to an annual volume that covers part of the overall European market. Chinese exports exceeding this annual volume will be required to pay antidumping duties of 47.6% starting on Aug. 6.

    Industry Group Disputes Legality of Settlement, Threatens Suit

    The spat began last year when industry association EU ProSun alleged that solar panels and key components including solar cells and solar wafers imported from China enter the European market at prices below market values. On Sept. 6, the EC launched an antidumping investigation, reasoning that in terms of import value affected, "this is the most significant anti-dumping complaint" that the executive body of the EU has received.
