   AP tenders for 1000 MW of solar power projects
   
   Business Line reported close on the heels of Tamil Nadu, Andhra Pradesh has called for investors to put up ‘about 1,000 MW of solar power projects in the State.
   
   Andhra Pradesh’s transmission utility, APTRANSCO, has put out a list of substations and the solar power capacity that each of them can take. Bidders are to bid up to that capacity at that location. Bids could be put in for multiple locations one bid for each location subject to a cap of 20 MW per bidder.
   
   The request for selection’ bid documents will have to be submitted to the State’s power transmission utility, APTRANSCO, by January 19th 2013.
   
   With this, solar power program are active in three States Rajasthan, Tamil Nadu and Andhra Pradesh. While Rajasthan has only 200 MW, the other two States have tendered for projects worth 1,000 MW each.
   
   Mr Vineeth Vijayaraghavan founder editor of Panchabuta, a renewable energy industry newsletter said that “Tamil Nadu enables very low tariff quotes as it allows developers to bid for high capacities. Andhra Pradesh, on the other hand, provides developers clarity on transmission capacity at each sub station.”

   Het subsidiepotje voor zonnepanelen voor dit jaar is leeg. Huiseigenaren die dit jaar nog een volledige aanvraag doen, krijgen geld uit het potje voor 2013. Ze krijgen zo snel mogelijk in 2013 bericht over hun subsidieaanvraag.
   
   
   
   Dit jaar was er bijna 22 miljoen euro subsidie voor zonnepanelen beschikbaar. Volgend jaar zit er 8 miljoen meer in subsidiepotje, aldus de Vereniging Eigen Huis. Bij de subsidie gaat het om 15% van het aankoopbedrag met een maximum van 650 euro. De subsidie geldt voor aanschaf van het systeem, maar niet voor verbouwings- en arbeidskosten. Een combinatie met andere subsidieregelingen is niet mogelijk. De subsidie kan digitaal worden aangevraagd bij het eLoket van Agentschap NL

   ACME Bikaner wins 25 MW solar project in Odisha
   
   Business Line reported that ACME Bikaner Solar Power Pvt Ltd has emerged the winner in the 25 MW solar PV program of the Odisha Government, quoting a tariff of INR 7.28 per kWhr. The company, a subsidiary of ACME Tele Power Ltd, will invest INR 200 crore in putting up the project.
   
   Among the other bidders were Welspun Renewable and Essel Mining and Industries Ltd.
   
   ACME expects solar power to achieve grid parity soon, the company said that “which is clearly visible in the tariff offered for the Odisha project.”
   
   ACME’s solar portfolio of 67.5 MW includes 15 MW Solar in Gujarat, 2.5 MW Solar Thermal in Rajasthan and 25 MW Solar PV in Madhya Pradesh which is under installation.
   
   In the previous bid of Odisha Government, Alex Green Energy, won the right to develop a 25 MW project under Orissa Renewable Energy Development Agency scheme at a tariff of INR 7 per unit. However, the company decided to opt only for 5 MW capacity. For the remaining 20 MW capacity under the previous bid, another tender of 20 MW is expected soon.
   
   Each time a tariff is quoted, it becomes a kind of benchmark for the other projects. The Odisha bid is happening at a time when two states Tamil Nadu and Andhra Pradesh have come out with huge program of 1,000 MW each opening up a INR 20,000 crore opportunity. Given the scale, these states expect their bids to fetch sub INR 7 tariffs.

   India Solar Energy Corp to promote rooftop plants
   
   Business Line reported that after Gujarat and Karnataka, the Union Government has gotten into the rooftop solar movement.
   
   The government owned, not for Profit Company Solar Energy Corporation of India has invited proposals from solar developers and renewable energy service companies to putting up rooftop solar photovoltaic systems in various cities.
   
   Gujarat was the first State to have had private developers to set up rooftop solar plants across cities. Solar Energy Corporation’s scheme of things is on a much larger scale.
   
   For starters, it wants 10 MW on pilot basis, across s6 cities (Delhi 1 MW, Gurgaon 2, Chhattisgarh 2, Bangalore 2, Chennai 2 and Bhubhaneshwar 1).
   
   SECI said that the pilot scheme targets large area roofs of government offices, PSUs, commercial establishments, hospitals, cold storages, warehouses, industry and educational institutions.
   
   Bidders could apply for any capacity between 250 KW and 2 MW, and could aggregate the capacity over several buildings.

   Solar energy becomes cheaper than diesel generation - IRENA
   
   International Renewable Energy Agency said that the cost of solar energy has dropped below the cost of diesel generation worldwide for communities living away from the electricity grid.
   
   Renewable energy has entered into a new virtuous cycle of falling costs, increasing deployment and accelerated technological progress, according to an Irena report launched during the World Future Energy Summit.
   
   Mr Adnan Ameen director general of IRENA said that “The past two years have seen a remarkable increase in the competitiveness of renewable energy.”
   
   The agency said that the latest study analyzing 8000 medium to large scale renewable power generation projects will help reverse an outdated negative perception that renewable energy is not competitive and it was a major hurdle.
   
   A senior official said that falling cost will help achieve Irena’s target of doubling the renewable energy share by 30% by 2030.
   
   Mr Frank Wouters deputy director general of Irena said that to make decision makers aware of this new trend, Irena will intensify networking efforts among world nations.
   
   Mr Wouters said that with the current trend, the share of renewable energy will be just 21 in 2030, but Irena’s efforts can fill that gap, considering the participation of 160 members 159 nations and European Union.

   STUTTGART (AFN/DPA) - De tak van het Duitse technologieconcern Bosch die zich bezighoudt met zonne-energie blijkt allesbehalve een verrijking voor het bedrijf. Over 2012 werd bij die afdeling een verlies van meer dan een miljard euro genoteerd. Dat bleek uit de cijfers die woensdag werden gepresenteerd. Ook in 2011 en 2009 vond er een afwaardering plaats bij de afdeling die pas in 2008 werd opgericht.
   
   De verzwakking van de wereldeconomie en de onder druk staande zonne-industrie liggen volgens topman Volkmar Denner ten grondslag aan het riante verlies. Het bedrijf gaat zich in het komende jaar beraden op stappen om flink te besparen. Wat er precies met de zonnetak gaat gebeuren is nog onduidelijk. ,,Op dit moment is het nog te vroeg om met zekerheid over de toekomst te praten'', aldus Denner.
   
   Het operationele verlies was in 2012 ongeveer 450 miljoen euro. Daar kwam een ongeplande waardevermindering van 600 miljoen euro bovenop. Een jaar eerder werd er al 560 miljoen euro afgeschreven en in 2009 nog eens 425 miljoen euro.

   Welspun Energy commissions 15MW solar PV project in Rajasthan
   
   Economics Times reported that Welspun Energy Limited one of the India's leading power developer has commissioned a 15 mw solar photo voltaic Project in Rajasthan the first of the 3 projects totalling 50 mw that WEL's subsidiary had won under competitive bidding for batch 2, phase 1 of national solar mission.
   
   WEL was the sole company to have been awarded a maximum capacity of 50 mw through 3 projects under batch 2 of Jawaharlal Nehru national solar mission. The projects are coming up in Phalodi Tehsil of Jodhpur District in Rajasthan. These 3 solar projects are expected to generate total electricity of 90 million kWh in a year.
   
   Mr Vineet Mittal co founder & managing director of Welspun Energy Ltd said that "We are pleased to bring this 15 mw solar project online much ahead of its schedule. We are looking forward to becoming change agents for widespread green energy adoption and contributing to India's growth through clean energy."
   
   Welspun has won these 3 projects through competitive bidding conducted by NVVN the nodal agency for JNNSM phase 1. The first project of 15 mw which was awarded at a tariff of INR 8.14 per kWh. The remaining 2 Projects of 15 mw and 20 mw are also close to completion and the entire 50 mw capacity will be commissioned in the coming weeks much ahead of their contractual schedule of February 26th 2013.
   
   These 50 mw Projects will produce enough energy to light up 2.5 Lac homes and also reduce carbon emissions to the extent of 78,000 tonne every year.
   
   Apart from these 50 mw Projects the company has also won a 130 mw solar PV Project in Madhya Pradesh, which will be the largest solar project to be developed by any Company in India. This 130 mw Project is also under construction and is slated for an early commissioning by end of 2013 making Welspun the largest clean energy IPP in the country with a portfolio of more than 300 mw of operational capacity and several hundered mw under development.

   Het bedrijf Scheuten Solar had moeten doorgeven dat er mogelijk branden waren ontstaan door zijn zonnepanelen, maar heeft dat niet gedaan. Pas nadat de Venlose fabrikant vorig jaar failliet was gegaan, stelde de curator de Nederlandse Voedsel- en Waren Autoriteit (NVWA) op de hoogte. Die waarschuwde dinsdag het publiek.
   
   Het is niet bekend hoe lang Scheuten Solar al wist van de branden, zei een NVWA-woordvoerder dinsdag tegen het ANP. Zeker 15 branden in Duitsland, Frankrijk en Italië worden toegeschreven aan de panelen. In Nederland zijn nog geen gevallen bekend.
   
   Volgens de NVWA moeten bedrijven na zulke incidenten de autoriteiten op de hoogte stellen. Dat gebeurde echter niet. Ook consumenten kregen niets te horen. Het is niet bekend waarom de onderneming dat niet heeft gedaan.
   
   Scheuten heeft vorig jaar een doorstart gemaakt na het faillissement. Het bedrijf was dinsdagochtend niet bereikbaar voor commentaar. Op zijn website meldt Scheuten vooralsnog niets.

   De kwaliteit van zonnepanelen voor op het dak wordt vaak zo slecht onderzocht dat de helft van de consumenten het risico loopt dat de geschatte levensduur van 20 tot 25 jaar niet wordt gehaald. Dat stelt keuringsinstituut Kiwa dinsdag.
   
   Volgens Leendert van der Marel, certificatendeskundige bij Kiwa, zijn de panelen meestal wel voorzien van keuringscertificaten. Maar vaak kloppen deze niet meer omdat vervolgkeuringen niet worden uitgevoerd of omdat het product een verandering ondergaat. Daardoor is de kwaliteit niet meer gewaarborgd.
   
   Op ongeveer 100.000 daken in Nederland liggen zonnepanelen en dit aantal stijgt sterk. Zonnecellen zijn teer en breekbaar. Het is belangrijk hoe de fabrikant bij de productie met de materialen omgaat en dat geldt bij de plaatsing ook voor de installateur.
   
   Van der Marel wil niet gezegd hebben dat veel producten van zonnestroomaanbieders niet in orde zijn. Maar aan de andere kant is het door goede certificaten niet aangetoond dat ze dat wel zijn. Kiwa heeft een website waar consumenten kunnen checken of een aangeboden zonnepaneel naar behoren is gekeurd (www.registerzonneenergie.nl). Het instituut is ook bezig een erkenningsregeling te ontwikkelen voor adviseurs en installateurs, zoals die ook al bestaat voor de branche van gas- en elektro-installaties.
   
   Zonnepanelen horen gemiddeld 20 tot 25 jaar mee te gaan. Voor een gemiddeld dak kosten ze 5000 euro. Na 10 jaar zou de investering eruit moeten zijn. 'Maar je moet als consument dus goed oppassen en je goed laten voorlichten', aldus Van der Marel.

    Gennep wil 20 hectare zonnepanelen neerzetten

    Gennep wil een 20 hectare groot zonnepark aanleggen op een bedrijventerrein in de Limburgse gemeente. De gemeenteraad heeft maandagavond unaniem besloten onderzoek te laten verrichten naar die mogelijkheid.
    
    Het park moet het grootste van Nederland worden en uit 80.000 zonnepanelen bestaan. Die leveren samen 18 megawatt, goed voor 80 procent van de huishoudens in Gennep. De kosten bedragen 18 miljoen euro. Volgens initiatiefnemers VVD, PvdA en SP kan het park tegen concurrerende prijzen stroom opwekken.
    
    Er wordt een coöperatie opgericht waaraan klanten deel kunnen nemen. Eind dit jaar valt dan de definitieve beslissing. Die wordt voorbereid door een werkgroep van deskundigen.

    Een duizendste van alle gebruikte stroom in Nederland is zonnestroom

    Slechts een duizendste van alle stroom die in Nederland wordt gebruikt, wordt geleverd door zonnestroom, oftewel zonnestraling die is omgezet in elektriciteit. Dat blijkt uit cijfers van het Centraal Bureau voor de Statistiek (CBS).
    
    In 2011, zo publiceerde het CBS onlangs, was zonnestroom goed voor 0,09 procent van het totale elektriciteitsgebruik in Nederland. Dat totaal ligt op ruim 110 miljard kilowattuur. De totale productie van zonnestroom ligt op zo'n 100 miljoen kilowattuur. Dat is anderzijds bijna 8 keer zo veel als in 2001.
    
    Het overgrote deel van de stroom die dankzij de zon wordt opgewekt in Nederland, is geen eigendom van een energiebedrijf. Liefst 91 van de 100 kilowattuur komt wel terecht op het elektriciteitsnet, maar is eigendom van bijvoorbeeld particulieren. De energiebedrijven produceren 8 kilowattuur aan zonnestroom.
    
    Ondanks het geringe aandeel in de Nederlandse stroomvoorziening, is de totale omzet van de zonnepanelenbranche in 2010 uitgekomen op een kleine 491 miljoen euro. Dat komt voor een goed deel op het conto van de export: er werden in dat jaar bijna 6 keer zoveel panelen geëxporteerd als dat er werden geleverd aan de installateurs en particulieren in eigen land. In 2010 werkten er 622 mensen fulltime in de sector.

    Innovation wins at Middle East Electricity Awards
    
    The Middle East Electricity Awards celebrated the best in the regional power, lighting, renewable and nuclear sectors at a glittering ceremony and cocktail reception in Dubai last night.
    
    Hotly contested among 21 shortlisted finalists from more than 200 nominations across seven different categories the awards are a headline fixture of Middle East Electricity which opened on February 17 at the Dubai International Exhibition Centre.

    Another solar project was behind the Best Innovation and Technology of the Year Award which was won by the Dubai Municipality and Alsa Solar Systems, for their Solar Pumping Systems project.
    
    Using a cost effective and environmentally sustainable drip irrigation system that combines solar energy and Treated Sewage Effluent the Solar Pumping Systems project is being implemented at 34 roundabouts across Dubai.
    
    Mr Anita Mathews director of Informa Energy Group organiser of Middle East Electricity said that “The Middle East Electricity Awards are an excellent reference to pay tribute to the outstanding achievements of individuals, departments, teams and organisations that have contributed to the growth and development of the regional energy industry across the region.     DEN HAAG (AFN) - Over enkele tientallen jaren wordt mogelijk de zon de belangrijkste energiebron voor de wereld. Dat schrijft Shell in een rapport met vooruitzichten voor de komende decennia. Zonnepanelen zouden na 2060 de toon kunnen zetten voor de bevrediging van onze energiebehoefte. Een andere mogelijkheid is dat gas al in 2030 de meest gebruikte energiesoort is.
    
    Shell zette in 2009, onder voormalig topman Jeroen van der Veer, alle projecten voor alternatieve energie stil. Zijn opvolger Peter Voser lijkt nu een andere mening toegedaan. De ,,New Lens Scenarios'' van Shell gaan uit van een scenario dat 'Oceanen' is gedoopt en van een 'Bergen' scenario. In 'Oceanen' gaat Shell uit van een welvarende en volatiele wereld waarin niet overheden maar marktkrachten de vraag naar energie bepalen. Olie en steenkool maken nog deel uit van de energievoorziening, maar tegen 2060 is de zon de belangrijkste bron.
    
    In 'Bergen' is er een krachtige rol voor overheden weggelegd die, bij een matige economische groei, verreikende politieke beslissingen nemen. Die leiden er toe dat gas al in 2030 de belangrijkste energiebron wordt. Daarbij speelt de winning van moeilijk te winnen gas, zoals schaliegas, een grote rol. Ook waterstof als brandstof maakt in dit scenario een grote opmars, maar pas tegen het einde van deze eeuw.

    Qatar Solar tech to power Barwa project
    
    Qatar Solar Technologies presented the country's leading real estate developer Barwa with the first of 136 solar modules that will be used to power Qatar’s Passivhaus Baytna project.
    
    When installed, the SolarWorld QSTec photovoltaic monocrystalline silicon panels will provide all of Passivhaus’ electricity requirements with excess power being exported back into Kahramaa’s power grid.
    
    Qatar with one of the highest solar irradiation rates in the world, has recently announced plans to utilise the sun’s rays as a sustainable energy resource by installing 1.8 GW of solar power over the next few years.
    
    Dr Khalid K Al Hajri chairman & CEO of QSTec presented the solar module to Mr Ahmad Abdulla Al Abdulla the deputy Group CEO of Barwa in a ceremony at QSTec’s West Bay Headquarters.
    
    The QSTec supplied high efficiency panels have an installed power of 34 kilowatt peak and will produce around 58,000 kilowatt hours of electricity per year. Using this solar power system to exclusively supply Barwa’s Passivhaus will help avoid approximately 35 tonnes of CO2 emissions per year.
    
    Dr Khalid K Al Hajri said that "QSTec aims to bring solar into the mainstream of Qatar’s energy mix. Solar is recognised as Qatar’s primary renewable energy technology and an essential part of our sustainable energy future."
    
    Mr Al Hajri said that "Barwa’s Passivhaus-Baytna project will demonstrate that, by using solar and environmental technologies, you can build quality homes and buildings, complete with all the latest modern conveniences, while substantially reducing our carbon footprint and protecting the environment for future generations."
    
    The Passivhaus Baytna project is unique for Qatar and the region, where two identical 225 squary meter villas are being built side by side in Barwa City to compare the energy use and environmental footprint of each dwelling.
    
    A regular villa is being constructed to a one star Global Sustainability Assessment System standard while the Passivhaus villa with all the comforts of a modern home will consume 50% less energy and water resulting in a halving of carbon footprint.
    
    QSTec, Barwa and an array of Qatar’s leading companies and scientific organisations are involved in the Passivhaus initiative. The villas will be ready for occupation later this year. Families with similar characteristics will be selected to live in each villa and their energy use compared over time, to showcase the energy savings and impact between the two houses on our environment.
    
    Dr Al Hajri said that “QSTec and its partners are leading the way in providing high quality solar solutions to Qatar and the region and we are proud to be a part of this ground-breaking project.”

    Nieuw soort zonnecel ontdekt: superdunne nanodraadjes

    Wetenschappers hebben een nieuw soort zonnecel ontdekt. Deze werkt met behulp van superdunne nanodraadjes, waarmee het zonlicht tot wel 15 keer versterkt kan worden. Op deze manier is er meer uit elke zonnecel te halen.
    
    De ontdekking komt van een samenwerkingsverband tussen de universiteit van Kopenhagen en de Ecole Polytechnique Fédérale de Lausanne, Zwitserland. Ze publiceerden er afgelopen weekend over in het vakblad Nature Photonics.
    
    De grote versterking van de zonne-energie ontstaat doordat de draadjes dunner zijn dan de golflengte van het zonlicht. Daardoor weerkaatst het zonlicht tegen de randen, waardoor het sterk samenbundelt aan het einde. Denk aan een stuiterbal die je in een klein kistje laat stuiteren; je laat hem langzaam het doosje invallen, maar eenmaal binnen stuitert hij snel tegen de wanden aan.
    
    Het bijzondere aan deze nieuwe techniek is dat hij de Shockley-Queisser-limiet doorbreekt. Dit is een belangrijke maximale grens voor het rendement van zonnecellen van ongeveer 34 procent. De grens geldt als een van de belangrijkste bijdragen aan de theorie over zonnecellen. Als deze nieuwe zonnecel deze limiet doorbreekt, kunnen zonnecellen theoretisch efficiënter worden dan voorheen gedacht.
    
    Dit alles betekent niet dat er morgen superzonnecellen op uw dak kunnen liggen. Voorlopig bestaan de nanodraad-cellen alleen in het laboratorium en moet nog maar blijken hoe goed ze in de praktijk werken. Bovendien zullen ze in het begin waarschijnlijk heel duur zijn, waardoor de 'gewone' zonnecellen het commercieel alsnog gaan winnen.

    Mahindra Group sees 500 MW opportunity in solar power
    
    Business Standard reported that the Mahindra group which forayed into the solar power sector 3 years ago, said that it could add another 500 megawatts over the next 24 to 36 months.
    
    This opportunity, however was not restricted to the projects it had won under the tariff based bidding as part of the National Solar Mission, the company added. The group has two projects of 5 Mw and 33 Mw under the National Solar Mission.
    
    Mr Parag Shah, managing partner at Mahindra Partners and head of Mahindra CleanTech said that “We are looking at off grid products using solar in rural areas and we believe that solar products can replace or supplement several applications, which currently run on gensets. The company plans to leverage its strong presence in rural areas thanks to its tractor and farm equipment business.
    
    The off grid solar business will include solar products such as solar irrigation pumps, solar lights, solar water purifiers and lanterns. He said that “We have already launched two products and working on others.”
    
    It recently received a bulk order from an undisclosed telecom tower company to provide solar power to towers, which are now run on diesel.
    
    Mahindra is also looking to orders to execute engineering, procurement and construction of solar power. The company has plans to set up solar power charging points for its recently launched electric car, e2o.
    
    Mr Basant K Jain, chief executive officer of Mahindra EPC & Solar said that “In addition to being green, using solar power can also cut down a lot of pilferage. The EPC company has already set up as much as 65 Mw and hopes to bag orders to execute as much as 600 800 Mw in 3 years.”
    
    According to Jain, there are many such opportunities where companies and organizations are looking for expertise to set-up and maintain solar power projects.
    
    The company is also looking at private power-purchase agreements to set up rooftop solar power installations for private companies. Mr Jain said that “The real market is in the rooftop. Solar power on grid can see saturation or might have land constraints, but not for rooftop.”
    
    However the price structure for solar power on rooftops could be higher as it requires customization for each product. Even so many corporates which have green agenda like public sector utilities institutions and corporates too are looking at solar.
    
    The group's real estate venture Mahindra Life Spaces, might be looking an extended rooftop projects.
    
    Mr Jain said that “There could be micro grids in rural areas as well.” The opportunity only for EPC in solar could be as high as 1,000 Mw in another 3 years.
    
    Going forward solar power is likely to play a larger role in grid connected power, as many states are taken to task for not fulfilling their renewable power obligations. Once the norms for buying renewable power are clear there would be more solar power flow to the grid. Mr Shah said that “Solar is at a tipping point in its lifecycle and the government is making several efforts to help it succeed and help India's energy security.”
    
    Solar power price has also changed. Before the tariff based bidding came into play 3 years ago solar power was being sold at INR 17.9 a unit. The bids recently were as low as INR 7 a unit. Mr Shah said that “There has been a substantial drop in the capex for solar power as well.”

    Outokumpu supplies lean duplex for solar plant project in Nevada
    
    Outokumpu has won another contract for a pioneering Crescent Dunes solar plant project in Tonopah, Nevada, USA. In addition to 650 tonne of stainless quarto plate, Outokumpu will also supply more than 60 tonne of lean duplex.
    
    Tonopah Solar has commissioned a solar energy plant to provide some 100 megawatts of clean, renewable and sustainable energy. The Crescent Dunes is the first project of its kind, designed by Cobra Thermosolar Plants and Solar Reserve, using a molten salt power tower and heliostat technology by Pratt & Whitney Rocketdyne. The energy captured from the sun is used to power a conventional steam turbine generator to produce electricity. The solar panels on the pedestal turn in 2 different ways, which enables the panels to follow the sun and capture its energy more efficiently.
    
    Outokumpu will supply more than 60 tonne of 70 mm hot rolled black bar in LDX2101®, Outokumpu’s patented lean duplex grade from its mill in Sheffield, UK. This material will be further machined to create zenithal anchor bolts or the mounting bolts of the solar panels which allow the solar panels to turn in two planes.
    
    Mr José Manuel Suárez, Procurement and Subcontracting Director at Cobra Thermosolar Plants said that “After a successful start with the hot storage tank, where Outokumpu supplied our subcontractor quarto plate and where we have been satisfied with the material, when we started to look for suppliers for the zenithal anchor bolts we contacted Outokumpu and requested an offer. As usual the technical explanations and credibility of the technician contact at Outokumpu convinced us about the properties, capabilities and possibilities of the products and provided us all the information and arguments we needed to make the decision.”
    
    Outokumpu’s product portfolio is the broadest on the market, covering all stainless steel grades and high performance alloys. The Crescent Dunes project is a good example of how Outokumpu’s wide range of products can meet the needs of various applications in demanding projects.
    
    The deliveries of both quarto plate and hot rolled black bar are under way. The solar plant will start operations in the beginning of 2014 to provide clean and renewable energy for customers in California and Nevada.

    'EU wil heffing op Chinese zonnepanelen'

    BRUSSEL (AFN) - Europees commissaris Karel De Gucht (Handel) wil de import van zonnepanelen uit China gaan belasten. Op die manier wil hij Europese producenten beschermen, zo meldden bronnen rond het besluitvormingsproces vrijdag aan persbureau Reuters.
    
    Chinese fabrikanten hebben de productie van zonnepanelen tussen 2009 en 2011 verviervoudigd, tot een niveau dat de wereldwijde vraag overstijgt. Ook de Verenigde Staten voerden vorig jaar importheffingen in op Chinese zonnepanelen om hun eigen industrie te beschermen.
    
    De Gucht legt zijn plan naar verwachting woensdag voor aan de Europese Commissie. De importbelasting, die Chinese producten fors duurder maakt en daarmee Europese producenten een concurrentievoordeel geeft, wordt dan mogelijk al begin juni voorlopig ingevoerd, aldus de ingewijden.
